Vehicle Fleet Management and Maintenance Assessment

Following the 2004 Indian Ocean earthquake and tsunami it was felt by United Nations Joint Logistics Committee that poor fleet maintenance was having a negative impact on Aid Logistics and represented a serious risk to the effectiveness of the aid effort so they turned to us.

We were commissioned by United Nations JLC, to carry out a study of vehicle maintenance facilities and standards for local Aid Community vehicle fleets and to provide a report which identified and quantified problems and recommended solutions.

We provided a detailed fleet and workshop assessment over a six-week period. Local service facilities had been reduced to ruins by the Tsunami and were operating at 10% of their pre-Tsunami capability. Dedicated Aid organisation service facilities were inadequate and largely unable to cater for short or medium terms needs of the fleet.

The ‘Lodi report’ was used by the Fleet Forum as a case study and recommendations were largely implemented by the UNJLC. Bukkehave established a commercial service workshop for aid, local government and private fleets within 3 months of the report being published.

Vehicle Workshop and Lodi Centre

Global Mining Services (GMS) realised the potential for selling quality vehicle Maintenance, Repair and Fleet Management Services but did not have the technical, systems or management capability to provide these services profitably and to a high standard.

GMS approached us to support them in the development of their existing workshop facility to provide high quality maintenance services targeted at Government and Mining fleets in Conakry on a profitable basis.

The GMS workshop and Lodi Centre opened for business with a staff of 12, a refurbished and re-equipped workshop, process management in accordance with the ‘Lodi QA manual’, an IT based workshop and inventory management system, and a technician training programme.

The GMS workshop and Lodi Centre has operated profitably ever since despite a series of political disturbances and evacuations, and customer satisfaction has been high with a number of customers now on contract.

Market Research into the Fleet Management Needs and Problems of Aid Agencies and Construction Companies

We were approached to carry out a market survey of International Aid Organisations and Construction companies involved in Humanitarian Development activities. The aim of the survey was to evaluate common fleet support problems, the level of understanding of Fleet Management and its potential benefits, and the market demand for contract Fleet Management Services and Vehicle Leasing.

The study was carried out with 20 representative senior aid organisations and major construction companies across Europe, and the result was a 23 page report which included substantial received data and data analysis. This ensured that Bukkehave had the Information necessary to match product offerings with customer requirements, an understanding of potential demand, budget, availability and profitability.

Delivery and Logistics Support for Military Vehicles & Trailers

We project managed the delivery of a 244 unit Military Vehicle and Trailer Contract. The project included interpreting and understanding the Client’s complex Statement of Work, providing a Project Implementation Plan according to a strict format whilst delivering a wide range of products and services to meet stringent guidelines.

This complex project involved coordinating activities with diverse areas of the client organisation and several contractors and sub-contractors. The product ranges were complex and included components developed specifically for the contract.

A Training Needs Analysis was carried out to match training with the user’s needs and capabilities, and spare parts, documentation and special tools were delivered to ensure optimised product support. Our professional Project Management meant that 141 Military vehicles and 103 military trailers were delivered on time and to specification. 

The client continues to receive Lodi support.

Develop bid for Morocco FAR (Armed Forces) Vehicle Maintenance Tender

Van Vliet Trucks of Holland, was invited by The Royal Armed Forces (FAR) of Morocco to submit a bid for a restricted Invitation to tender for the management of the wheeled vehicle maintenance programme. The maintenance requirement was for an estimated fleet of 20,000 vehicles ranging from small staff cars to 60 tonne tank transporters. Van Vliet contracted us to assess the requirement and develop the bid for submission on their behalf.

Lodi gained a clear understanding of the scope of the project and the work involved to carry out a complete workshop refurbishment and re-equipping during a visit to Morocco. We were then given less than 4 weeks to fully understand the technical, quality and training requirements of FAR, and to develop the Statement of Work, obtain associated programme costs and assess the environmental and political factors likely to impact on the programme.

We successfully submitted a comprehensive bid and implementation plan on behalf of Van Vliet who were subsequently awarded a lucrative and profitable contract without incurring significant additional costs or engaging additional resources.
